Jonathan “JD” Dowell is the VP for operations of Fluor’s Nuclear and Environmental business line under the Mission Solutions Group where he is responsible for Fluor’s government and commercial nuclear operations, engineering, procurement, and construction (EPC) performance.

With past service as Director of Fluor Nuclear Power, President at the Portsmouth DOE D&D cleanup site, and in leading Fluor’s transition over the Naval Nuclear Laboratory, JD has extensive nuclear project and operations experience. He has also served or is serving as a Senior Project Manager and on the operational Boards of Directors for over a dozen of Fluor’s cleanup and EPC projects in the U.S., Canada, and U.K.

Before joining Fluor, JD served 8 years as a senior executive leading the cleanup at DOE’s Hanford nuclear site, and 26 years in the Navy’s nuclear submarine service. Captain (Ret) Dowell commanded USS ALABAMA as well as the Naval UNDERSEA Warfare Center in Keyport, Washington. He holds a bachelor’s degree from Georgia Tech, an MBA from the University of Nebraska, and certifications for project management and reactor operations from Naval Reactors and the Naval Sea Systems Commands.
