Rolf-Dieter Jungk was born on 25 August 1961 in Amberg, Germany. He is married with two children.
He studied law at the University of Passau. He finished his degree in 1987, passing the first state examination in law before completing his practical legal training. Following this, he worked at a law firm in Passau. He passed the second state examination in law in 1991 and completed his doctoral degree (Dr. jur.) in 1995.
From 1991–1999, Dr Rolf-Dieter Jungk worked at the Bavarian State Ministry of Economic Affairs and Technology. To begin with, he worked in the Directorate-General for Energy Policy, then in the Directorate-General for Technology Policy and finally as Deputy Press Spokesperson. Between 1999 and 2001, he was on leave from the civil service and employed in the legal department of Bayernwerk AG/E.ON Energie AG.
Between 2001 and 2016, he worked at the Bavarian State Chancellery; firstly as Head of Division “Economic and Energy Policy”, then as Head of Group “Press & Public Relations” and then as Head of Group “Media Policy, Media Economy”. Further positions held during this time also include Deputy Director-General “Economic, Scientific, Transport and Environmental Policy”, Head of Directorate-General “Economic, Scientific and Media Policy” and finally, Head of Directorate-General “Human Resources and Administration”.
From 2016–2018, he was Commissioner of the Free State of Bavaria to the Federation. After this, he was Deputy Minister at the Bavarian State Ministry of Science and Art.
In May 2025, Dr Rolf-Dieter Jungk became State Secretary at the Federal Ministry of Research, Technology and Space.
